From the surface parity report (2026-08-18), defect 1.

The tool description for complete_item says "(or reopen it)", but the tool never sends the complete flag on CompleteItem. The client wrapper SetComplete(bool) exists and is unused. Description and behavior disagree.

Where: internal/mcp/tools.go:256.

Fix: add a complete parameter to the tool (default true) and pass it through, so an assistant can put a job back. Every other surface supports both directions.
