From the surface parity report (2026-08-18), sections 1 and 2 — gaps not recorded as deliberate.

Meals + rota have no CLI or TUI path at all — the largest whole-domain hole. pkg/client/meals.go and mealrota.go exist and are unused by cmd/.
Lists have no cobra command group — the TUI papers over it; the CLI cannot create, read, tick, uncheck or delete lists.
Notifications have no cobra commands (the TUI Alerts tab covers the TUI half).
system set cannot toggle mcp_enabled — the flag set stops at family-name / token-expiry / default-locale, so turning MCP on or off is web-only (plus TUI system settings).
No release-notes / update-check path in the TUI, and no ReleaseNotes wrapper call in the CLI.
TUI Admin has no API-keys or webhooks sub-tab (CLI covers both; webhook update missing there — delete + recreate is the only edit path).

Each item is small; the tracking value is that none of these is currently a recorded tier decision, which system rule 1 requires.
