Decide: does the Worth picker keep reward value editing out of the jobs surface? #183

The jobs sheet links a reward to a job. It does not author one. The app today can also change a linked reward's value from inside the job sheet (changeRewardValue in web/src/pages/Jobs.tsx).

The design recommends dropping it from the jobs surface and leaving authoring on the rewards surface, on the grounds that the Worth picker links and the rewards page authors. Confirm or reject before the picker is built, because rejecting it adds a row to the picker and a verb to the sheet.

The related question is already settled: Make a new one inside the picker asks for an amount and names the reward after the job.

I think we should keep the ability to create a points reward within the job, it's a nice convenience that we already ship.
