The locked demo (job-card-demo.dc.html) sets every quoted record title in typographic quotes: the dialog titles (Tick “Put out the green bin” off?, Delete “Feed the cat”?), the detail footer (Tick “Hoover the hallway”), and the snackbars (Ticked “Clear the table”, Name changed to “…”, Unticked “…”).

The two law-3 dialogs now match (done with the dialog reshape). Everything else still quotes with straight ":

the sheet footer and card primary Tick "<title>" labels (web JobSheet.tsx / Compose JobSheet.kt, pinned in conformance/render-job-sheet.json)
the snackbar lines (Ticked "X", Unticked "X", Name changed to "X", "X" is now a job., and the rest of the quoted family)
the reopen refusal and any other message that quotes a record's own words

One sweep, not case by case: grep both surfaces for \" inside translatable strings that wrap a record title, switch them to “”, and keep prose apostrophes as ' (the demo mixes can't with curly title quotes, so only the QUOTING changes).

Ripples to carry in the same commits:

every msgid changes, so make web-i18n-extract + make android-i18n, and the Android tf() keys must switch with the web strings (rule 2: the msgid is the canonical string id)
conformance/render-*.json inventories that pin the quoted strings
screenshot goldens re-record where the glyphs are visible, in their own commit
the translated .po entries for the old msgids go obsolete; the fuzzy ga backlog picks up the new ids
