A job with a deadline never nudges its owner — the meal rota has its day-of reminder (MEAL_REMINDER), jobs have nothing. The owner finds out a job was due by looking at the board.

Add a JOB_DUE notification kind: the owner gets a nudge on the day the deadline falls ("“Feed the cat” is due today"). Unassigned jobs with deadlines could nudge everyone or nobody — decide during design.

This is a ticker, not an emission point: it needs the same shape as the meal reminder ticker (server-side scheduler keyed on the deadline's local date), plus the usual kind plumbing — proto enum, notify method, en+ga messages, webhook decorator, web push-preference checkbox + PUSH_KINDS entry, Android channel.
