When an admin creates an account, nobody hears about it — "X joined the family" would let everyone greet them.

Add a MEMBER_JOINED kind minted at UserService/Create (broadcast, except the actor and the new member themselves — or include the new member as a welcome; decide during design). Skip the ADR-0018 setup-window founding admin: there is nobody to tell.

Usual kind plumbing: proto enum, notify method, en+ga messages, webhook decorator, web push-preference checkbox + PUSH_KINDS entry, Android channel.

Decision (2026-08-16): not building this — new-member joins do not need a notification. Closing as won't-do; reopen if the ask returns.
