fix(android): theme the dinner strip like the web reward-strip ... 443a2aad31

The Today screen's tonight-dinner card rendered as a plain accent card,
while the web renders dinner through the same .reward-strip as the
rewards banner: a --celebrate border with a celebrate-tinted pot icon.
The adjacent Android rewards strip already mirrors that (celebrate lives
in the border, not a tinted fill); the dinner strip was the one holdout.
Bring it in line so both surfaces theme dinner the same way (rule 1).
