Backlog ordering (tracking)

Working order for the open issues. This is a tracking issue, not a work item. It records the sequence and the hard dependencies. Forgejo on this instance has no Projects REST API, so the order lives here until, or unless, a board is set up in the UI. ### Shipped to main (2026-08-14) The whole stack merged fast-forward: PRs #63, #64, #66, #67, #69, #70, #71, #72, #73, #74, plus the android-CI fix #75. Issues #55, #51, #52, #56, #61 closed. It fixes a live RBAC defect and removes the `canEdit` drift risk that would otherwise bite #61 and future pages. - The push track is last because nothing there is broken today.
