Closes #111. PR 18 of the #137 stack, based on #155.

A member handed only a step of someone else's job had nothing on Today or the Jobs board — the step lived inside a sheet they'd never open. The Mine views now include any open job carrying a step of theirs, on all three step-aware surfaces:

Web — Today's My jobs strip and the Jobs board's Mine view union in jobs with a step of mine; the shared JobCard renders them honestly (the real owner's mark, the steps chip, and no Done bar for a non-owner — the sheet is where the steps get ticked).
Android — myJobs grows the same EXISTS clause and the Jobs Mine filter unions stepJobUids.
TUI — Today and Jobs load with sub-tasks and apply the same rule (steps themselves never surface as rows; the grabs section is guarded against unowned steps).

Verified on all three against the live deploy with a job owned by one member carrying a step assigned to another: the parent appeared on the assignee's web Today and Jobs Mine (no Done bar), the TUI's Today and Jobs (with the owner's mark), and the Android Today strip (owner's mark + 0/1 steps). make check green; seeds cleaned up.
