The household's rulings on what the last deploy raised, brought into the
repo where the tickets and the agents read them.

The panel ladder had no filler for a job whose sub-jobs are all ticked, and
gated the waiting panel on ownership. One table settles both: a fourth
ALL TICKED rung, and rung three drops its ownership clause, so a non-owner
watching other people's open sub-jobs gets the waiting panel back.

312px is confirmed as the shared floor — 280 predated the mandatory action row
and was dropping words out of the panel. With it comes the correction going the
other way: the panel is content-height with an 84.8px floor and never stretches,
